Hi, I played this hand recently in a 1.50$ 90 player KO sit & go.

Everyone limps and I just check with JQ because I was pretty sure the open limper was a calling station (he never folded to a CBet before, often called down a ton of his stack on every street just to fold on the river or show down bottom pair) so I thought it would be more profitable to see the flop first since he would give me all the value post flop anyway if I hit the flop and it would be very hard to win the hand if I miss.

I do hit top pair on the TJ7 rainbow flop, the small blind leads out with half pot and continues to bet half pot on every street. I just call him down all the way assuming that any JK/JA/89s/QQ+ etc would have raised preflop trying to isolate the limper instead of just limping along. So I think the only thing I should be losing to is some kind of weird two pair hand or a JK that played weirdly preflop. (it’s a 1.50$ tournament after all)

Raising doesn’t seem like an option cause I can’t really get called by worse but folding feels wrong aswell after seeing so many people in these 1.50$ tournaments betting all three streets with middle pair, overcalling 20bb shoves with 68s etc.. 

Should this have been a fold on the river? Or was the hand just unlucky?

I think every street is somewhat close between calling and folding. You do a pretty good job of considering specific hands that beat you (not sure I agree that KJ/AJ definitely raise pre, a lot of people are excessively passive especially at small stakes). Now you need to apply the same analysis to consider what you are beating. What worse hands make sense given Villain’s betting pattern?
