Edit; Got 2/307 in my first tourney here (a $3r+a on another skin), I can confirm that the field was very soft. Well worth a look for non-US TPE members.

they dont have rakeback, but i would have to say that this site is easily the softest i have ever played. 
they have heaps of small guaranteed tourneys up to $30. mostly between 100-200 runners per tourney, which is great for lowering variance. by playing everything from a $3r to the $20 games in a night, i keep an ABI of around $10
the tourneys have a 3k start stack mostly, but the structure is a bit wack - no antes at all but it still plays shallower than most tourneys, once you are in the cash you are lucky to have more than 25bb. 
i would think the $3r tourneys on there are probably the softest in the whole of the internet - in a 150 runner tourney, only 10-20 actually double their stack at the start, and after the rebuy period there might be 90 or so left, of which only 50-60 actually add on. just by using a "normal" rebuy strategy you are in the top third of the field after an hour, guaranteed.  once again it gets short near the end but you can consistently put yourself within 30 spots of a cash without even trying. 
if you are outside the US i would definitely recommend chucking $100 on there and giving it a crack. 
their cash games are pretty soft as well - lots of crazy euros, although i think their rake is a bit higher than most sites
