I think the point is that until you see otherwise you should treat it more as a sign of weakness than strength.
 

A lot of people play sets straightforward and flat the flop and then raise the turn. Far fewer lead into you with a set.

It's more indicative of draws and hands like middle or bottom pair who want to "see where they are at".

My standard line is to raise them and then make a note on the hand and any other action which occurred.

Yep, I agree, until you know otherwise it's generally a weak pair or draw.
